Mayor Sean Guard announced today that the City of Washougal has
offered the position of City Administrator to Mr. David Scott of
Vancouver, Washington.
Mr. Scott, 47, is currently the Director of Development Review Services for the City of Vancouver. He has been with the City of Vancouver for eleven years and prior to that time was the Building Official for the City of
Tigard, Oregon for six years and was the Commission Secretary for the
City of Los Angeles from 1986-1993. He holds a Bachelor’s Degree in
Structural Engineering from the University of California San Diego and
a Masters of Public Administration from the Hatfield School of
Government at Portland State University.
Mr. Scott is married and has two children.
The search for a new city administrator generated 109 applicants from
around the world. A selection committee narrowed that list to 24
applicants who were interviewed by two separate phone panels. Those
interviews narrowed the list to eleven applicants who were then mailed
supplemental questionnaires. From there the list was narrowed to six
individuals who visited the City and were interviewed by two panels of
community leaders over March 24-25. Mr. Scott was one of two finalists
recommended to the Mayor for the position by the interview panels.
“I believe that the City of Washougal has made an excellent choice in our
selection,” Guard said. “David is highly qualified and more than ready
to step up to this new position. In his current position at the City of
Vancouver he has a staff larger than the whole staff at Washougal and has
a budget that is in excess of Washougal’s total annual budget. He also
deals on a daily basis with all other departments in the city.
One of the other great things about this hire is that David is already known
in Clark County to most of the other cities and the County. He will need
virtually no introduction at a government level for many of those we
partner with.”
Scott will start with the City of Washougal on May 3, 2010. Details of his
employment agreement are being finalized and will come before city
council for approval.
Washougal is a full service city with a population just under 14,000,
approximately 80 full-time employees and a budget of $30 million. Mr. Scott will oversee six department heads.
